A few things:
1. You don't need Rule 2 if you have Rule 1.
2. Even if you have Rule 2, I don't think I saw anyone in Venice eating a burger.
3. What, exactly, are they afraid of happening that is covered by "soil"?
4. Is going naked breaking or obeying Rule 5?
